How to Homeschool in Florida: A Step-by-Step Guide.

Homeschooling is an enriching and flexible educational option that allows parents to tailor learning experiences to their child's unique needs. Step 1: Submit a Letter of Intent to Home Educate

The first step in starting a home education program is submitting a Letter of Intent to the local school district. This letter must:

  • Be in writing and signed by the parent.
  • Include the full legal names, addresses, and birthdates of all children enrolled in the program.
In Hillsborough County, parents have two options to submit this letter:
  1. Online Submission: Complete the ONLINE LETTER OF INTENT TO HOME EDUCATE through the school choice office, receiving an automatic confirmation via email.
  2. Mail or Email Submission: Print, complete, sign, and send the LETTER OF INTENT FORM to home.education@hcps.net or mail it to:

If your child was previously enrolled in a Hillsborough County public school, the school district will process the withdrawal once the home education registration is received. If your child was attending a private or charter school, you may need to provide documentation of the homeschool registration.

Step 2: Choose a Curriculum & Begin Teaching

One of the benefits of homeschooling is the ability to choose a curriculum that best suits your child’s learning style. Parents have complete freedom to select their preferred educational resources. Some popular curriculum options include:

  1. Parent-Directed Curriculum: Textbooks, workbooks, and parent-created lesson plans.
  2. Virtual Courses: Online programs taught by Florida-certified teachers.
  3. Private School or Correspondence Courses: Some families choose part-time enrollment in private institutions.
  4. Community Co-Ops: Homeschooling support groups that offer group learning experiences and social interaction.

Step 3: Submit an Annual Evaluation

Florida law requires that homeschooled students undergo an annual evaluation to ensure educational progress. This evaluation is due every year on the anniversary of the homeschool program's start date. Parents can choose from the following evaluation methods:

  1. Portfolio Review: Conducted by a Florida-certified teacher.
  2. Grades Issued by an Accredited Institution: Virtual school courses with teacher-issued grades in core subjects (Math & English/Language Arts).
  3. Standardized Testing: A nationally normed student achievement test administered by a certified teacher.
  4. State Assessment: The same tests used in Florida public schools, administered by a certified teacher.
  5. Academic Evaluation by a Licensed Psychologist.
  6. Other Agreed-Upon Methods: If an alternative method is preferred, parents must reach an agreement with the district.
Parents must submit the evaluation via email to home.education@hcps.net.

Step 4: Terminating a Home Education Program

If you decide to transition your child back into a public, private, or charter school, or if they are graduating, you must formally close the home education program by submitting a Letter of Termination to the district.

For families moving to another Florida county, you can submit a SAMPLE TRANSFER REQUEST to both the current and new county to transfer the home education record seamlessly.
